95 Hourly About the PositionLane County Youth Services is recruiting for a dynamic person to join our clinical team as a Mental Health Specialist 1 or 2.
This position will provide clinical services to youth in our Behavioral Rehabilitation Services Residential Program (The Phoenix Program).
Day-to-day work includes providing evidence-based crisis stabilization services or mental health assessment, treatment services, and aftercare support to youth while they are in our care on campus and during their transition back to the community.
The focus of this position will be to provide clinical services to justice-involved youth with complex behavioral and mental health needs.
The Mental Health Specialist position has both entry level, Mental Health Specialist 1, and journey level, Mental Health Specialist 2, tracks in the classification.
Incumbents at a Mental Health Specialist 1 level are distinguished by having one or more years of relevant mental health experience.
The Mental Health Specialist 1 position is not expected to perform with the same independence or direction that would be expected of a Mental Health Specialist 2.
Incumbents at the Mental Health Specialist 2 level must have two years of relevant professional mental health experience (or an equivalent combination of experience and training) and State of Oregon Clinical Licensure and are expected to be fully aware of and perform the full ranges of duties as assigned and work with the most demanding and complex cases.
Incumbents at the Mental Health Specialist 2 level must demonstrate prior to hire knowledge of clinical service delivery specific to justice-involved youth in community, residential treatment, or secure settings.
Incumbents must have the ability and skill to: communicate effectively in written and oral form; provide professional mental health care assessment and treatment services, mental health assessment reports, and crisis stabilization services to youth with mental illness, mental disorders, substance use disorders, and/or suicidal thoughts and intent; provide trainings on mental health related topics; collaborate with Youth Services employees, organizations, and agencies regarding mental health services and treatment of youth; develop an expert level of knowledge in a subject matter area; work effectively with individuals from a variety of socioeconomic and cultural backgrounds; manage and adapt to changes in workflow, juvenile justice practices and department directives; develop cooperative working relationships with other employees professional partners, and the public; effectively operate a keyboard and computer; safely drive a motor vehicle; supervise student interns and volunteers; demonstrate a physical ability to assist in securing and maintaining custody of threatening or combative juveniles.
Incumbents at this level are required to be fully trained in all procedures related to assigned area of responsibility.
About the DivisionThe Youth Services Division operates 24/7, has approximately 70 full-time staff, six program units, and is located in three different buildings on the John Serbu Youth Campus in Eugene, Oregon.
The division is comprised of the following units: Administration: Division planning and management, data, grants administration, information systems, volunteers and accounting.
Community Supervision: Community Supervision continuum – screening and assessment, diversion, and probation.
Services for youth on probation including a juvenile drug court and sex off ender behavior.
The Supervision Unit also houses reception, victim advocate services, and records management and expungements.
Detention: 16-bed detention facility serving youth ages 12-19, including youth being held on adult criminal charges, and health services (medical, dental, and mental health) for youth.
Phoenix Program (Residential Treatment): 16-bed behavioral treatment program for youth involved in the juvenile justice system.
Martin Luther King (MLK)Education Center: A collaboration between the division and Lane Education Service District (Lane ESD).
Services provided include alternative school for high-risk, adjudicated, community youth; education for youth in Detention and Phoenix Treatment; horticulture and culinary arts vocational programs; and community service and restitution crews for youth.
Nutrition Services: Is a federally licensed National School Lunch Program.
Provides approximately 30,000 meals and snacks per year to youth housed in Detention, Phoenix, and youth in school and on vocational crews at and through the MLK Education Center.
The work of the division is complex and covers multiple, diverse subject matter areas, governed by multiple regulatory bodies and requiring specialized knowledge.

EXAMPLE OF DUTIES Training: Master's degree from an accredited college or university with major course work in a mental health field, psychology, counseling, social work or a related field.
Mental Health Specialist 1 Experience: One year of some experience working directly with mentally or emotionally disturbed clients in the provision of behavioral health services is highly desirable.
QMHP Certification or enrolled as Clinical Social Work Associate, Licensed Professional Counselor Associate or Licensed Marriage and Family Therapist Associate Experience working with a youth population is preferred.
An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.
Mental Health Specialist 2 Experience: Two years of responsible professional mental health experience, including one year of experience specific to the program or area of assignment.
State of Oregon Clinical Licensure: acceptable licensures include Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Marriage/Family Therapist, Licensed Psychologist.
Experience working with a youth population is preferred.
An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.
Special Requirements: Transcripts NPI CV or Resume DRIVER'S LICENSE: Must possess a valid Oregon Driver’s License, at time of hire, and maintain an acceptable driver's record.
Notes: This position is subject to and must pass a comprehensive federal and state criminal history record check and an Oregon Department of Human Services (ODHS) background check.
If fingerprinting is required, the fee is paid for by the successful candidate and the expense is non-reimbursable.
Possession of, or obtain within 60 days of hire, a current CPR and Basic First Aid certification.
