Position Overview The Quality Assurance Director (QA) will work closely with the Associate Director and will be responsible for the continuous objective analysis of the organization’s compliance with all licensing related laws, rules and regulations.
The QA works with the administrative and management team(s) to assure the agency’s compliance with federal, state and local laws and regulations (OARs);the development and implementation of the organization’s overall goals and plans for maintaining quality services including training of Program Managers and Assistants; completion of Plan of Improvement (POI) provided by the state after a program licensing; assuring agency policy and procedures are being followed and assist to update procedures as needed, and perform Quality Assurance On-site Reviews.
Reports to the Associate Director.
Directly Supervises: Quality Assurance and Training Coordinator; On-Call DSPs.
Essential Job Functions Ensure that all individual support plans, including behavioral and medical plans (support documents), reflect the standards required by the OARs and agency policies and procedures; Assist with the initial licensing and opening of a program which may include the placement of people served; Conduct site visits to ensure residential site meets compliance standards of the Oregon Administrative Rules; Assist in the coordination and submission of the Plan of Improvement (POI) and follow up to all State Licensing Inspection Reports Assist in the development and implementation of systems to continuously assess all aspects of program delivery; Coordinate any POI and follow up as needed in partnership with the Program Manager and team as directed by the Associate Director; Assist with program team training by providing specific training when needed in response to specific issues identified in the POI, Quality Assurance on-site reviews or if requested by the program manager when specific training is needed; Ensure documentation requirements are met, including but not limited to eMARs, t-logs, data tracking, food stamp and financial information, med lists, safety lists, and fire drills.
Report safety concerns to Program Manager and ensure follow-up; Perform basic clerical duties, i.
e.
completing on-site reviews, creating program support books, and report findings to AD; Maintain document storage as needed; Renew service authorizations; Track and submit licensing applications by ODDS due date; Assist and support the management team in developing and implementing overall program and agency goals and objectives related to licensing requirements; Participate in committees relevant to job description as requested; Conduct regular new manager trainings, assistant manager trainings, as well as topic specific trainings as needed.
Other Duties Report all significant issues to supervisor (program and employee related) and coordinate the course of action to be taken to address these issues.
May share in the rotation of the emergency administrative “on call” pager and respond accordingly either by phone or in person as needed.

Social Skill Requirements Ability to positively interact with residents and coworkers.
Ability to effectively send and receive verbal communication using the English language.
Must exhibit professional demeanor and consideration of grooming and appearance.
Maintain standards of behavior expected by an OSLP supervisor/manager/member of administrative team Aptitude Requirements Proven abilities in evaluation and program planning for adults with developmental disabilities; developing and implementing documentation systems in compliance with OARs; application of laws and Oregon Administrative rules to specific situations.
Follow and implement agency policies and procedures Must be able to learn and retain new skills.
Minimum two years college level coursework preferred.
Must maintain a minimum of 12 hours of on-going professional development and education annually.
Four years’ experience working with developmentally disabled adults or a closely related social service or mental health field preferred.
Demonstrated skill in community relations.
Above average in verbal and written communications.
Must be able to read English and write it legibly.
Able to perform basic math functions.
Must have the ability to analyze, reason, and make decisions.
Experience collaborating with management level teams.
Ability to meet the general employment qualifications of OSLP.
Environmental Factors Most work is performed in residential house or office.
Occasional exposure to outside elements.
Must have a valid Oregon driver’s license and be insurable by the agency’s liability insurance carrier.
Possible exposure to chemicals and/or compounds, animals, and high pressure/stress environment throughout work shift.
