Position Purpose: The Bilingual Quality Improvement Specialist will facilitate the development and support of English and Spanish child care programs in Lane County by providing introductory and advanced training sessions, technical assistance and individualized coaching to child care providers.
Assists in the development,implementation and enrollment of child care providers in the SPARK Quality Rating System.
Essential Functions: Assist Child care providers, parents and community members who are Culturally and linguistically diverse, and with limited English proficiency access to a broad range of services.
Assist with developing plans to address barriers for non-English speaking child care providers.
Collaborate with staff to increase, maintain and update a database of existing child care providers in Lane County, especially those who are ethnically and culturally diverse and who speak Spanish.
Assist with the development, support and administration of childcare Quality Improvement programs (SPARK and Provider Networks).
Coordinate recruitment activities.
Conduct child care provider training sessions.
Identify training needs, assist with the development of training programs.
Provide support for staff who are responsible for coordinating classes, compiling class evaluation data, and setting up and maintaining confidential files.
Develop, coordinate, teach and schedule new and repeat professional opportunities for childcare providers in English and Spanish.
Provide coaching using various methods (email, phone, webinars, ZOOM etc.
) to support childcare providers.
Review materials, provide feedback and referrals to resources.
Provide on-site coaching visits to programs needing intensive support through observation and feedback.
Assist in the coordination all activities for Oregon’s Quality Improvement programs in Lane County.
Collect, evaluate and monitor all program materials.
Analyze material for report preparation for other agencies and the State.
Submit data and verify accuracy of quarterly and annual reports.
Prepare press releases, program summaries, and evaluations.
Assist with writing/editing portions of grant proposals and monitor compliance with grant objectives and guidelines.
Assist Quality Care Connections Financial Specialist and Program Coordinator in the development and monitoring of the project budget.
Monitor and track expenditures of program budget according to contract guidelines.
Prepare reports for other agencies and the State.
Plan and carry out special projects for department lead workers and supervisors.
Problem-solving and manage sensitive information with appropriate awareness of FERPA standards; maintain confidentiality and sensitivity to the privacy needs of students.
