POSITION SUMMARY: The Human Resources Manager is responsible for hiring and assisting with the development of PBC employees; administering policies; assisting with employee relations and resolving conflicts; administration of PBC benefits; and compliance with Licensor, State and Federal mandates.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Lead efforts for the recruitment of agency staff Perform the majority of the onboarding process including initial non-position specific required training and new employee orientation Process, prepare and maintain all personnel records and correspondence Serve as the agency Qualified Entity Designee for the Department of Human Services Criminal Background Check process Support resolution of employee relations issues Ensure proper professional and emotional boundaries with employees and service recipients Coordinate and document safety related policies and programs Manage worker's compensation claims and records Provide required trainings on human resources Manage the communications and implementation of PBC employee benefits including supporting employees in enrollment processes and interfacing with providers and third- party administrators.
Implement employee support and development requirements Ensure timely and accurate data management Support continual process improvement for employee satisfaction and engagement Research, write and revise policy as needed in collaboration with the Executive Director Ensure PBC employees are compliant with Employee and Safety Handbook Develop and update human resources data in compliance with state and federal laws Provide necessary reports internally and externally Provide input and recommendations to the Executive Director on employee benefits offerings.

OTHER DUTIES AND RESPONSIBILITIES: Develop, update, and maintain the Human Resources folder on the network drive Attend trainings as required to stay current with human resources and safety best practices Ensure workflow and/or procedures are kept up-to-date for owned tasks Maintain all safety protocols and techniques within the workplace Maintain an accurate daily record on timesheet of hours worked Acts responsive and engaged with developing a positive work environment which includes providing honest, respectful and direct feedback to other staff, participating in team meetings, team development, personal training plans, respecting diversity and differences among staff, clients and stakeholders.

MINIMUM QUALIFICATIONS AND EXPERIENCE: Bachelor's Degree with major coursework in business administration, human resources, or closely related field OR 4 years of increasingly responsible HR experience.
Demonstrated ability to maintain confidential and sensitive information Excellent communicator both verbally and in writing Ability to make presentations and develop reports that may include technical information Ability to interpret information and explain concepts to others Considerable knowledge of human resources management practices Considerable knowledge of applicable federal, state and local laws, codes and regulations Excellent time management skills and the ability to prioritize work for self and others Excellent organizational skills with the ability to multi-task Computer and keyboarding proficiency with excellent knowledge of MS Office Ability to pass an Oregon Department of Human Services background check Valid Oregon driver's license Knowledge of Department of Labor Wage & Hour Laws, Family Medical Leave Act.

PHYSICAL DEMAND: The physical effort typically applied in this job will be minimal as this is primarily a support position.
Tasks could include: Keying/Typing, Driving, Standing, Sitting, Walking, Public Speaking and Computer use 6.
MENTAL OR VISUAL DEMAND: Frequent mental and visual focus is required while working on high level projects 7.
WORKING CONDITIONS: Working conditions will typically be in a climate controlled and regulated environment Projects out in the field could result in a variety of work settings 8.
ATTENDANCE: This position requires availability based on business need Days and hours may flex situationally 9.
SAFETY: There is never a good reason to risk your own personal safety or that of a co-worker, client or business partner This position must be the example setter for organizational health and safety 10.
FSLA: The Human Resources Manager is a non-exempt, hourly position Non-exempt positions are eligible for overtime pay 11.
